Just wanted to add that there is also Xinc, continuous integration written in and for PHP: http://code.google.com/p/xinc/ Also, could you explain what you meant by: "...and some code generation tool that will lay down the skeleton for you." Like what and why?

Yes, Xinc is really promissing. I noticed that with 2.0 release Arno added a lot of documentation to it. I have been using only CC up to now, but do intend to give it a try. By code generation I mean static code generation not run-time. Like RoR to create new projects, or what the zftool is heading toward.
I'm not sure I agree with the statement "PHP is in a unique position to fulfill the needs of an agile development team." But I certainly think its power and "lightweightness" make it an awesome language for Agile development. Moreso than its ability to support some of the "Agile Development Practices" you mention, which I believe are good, but not necessarily focused on by all flavours of Agile.

True. The agile practices I listed are not extensive and I was not trying to cover all Agile frameworks. But I do believe in the uniqueness of the position of PHP, as the labelled agile programming language lack in some of the characteristics I've mentioned. It's by improving the quality of the development environment that PHP will take its position in the Agile world.

Well John, there is no doubt about PHP's lightweightness. It is,in fact, perfect language for Agile development.
Php is leading at this time and lightweight language thats may be the reason of its popularity.Much agree with your point "PHP is in an unique position to fulfill the needs of an agile development team". Thanks for sharing.
